    The Montana House Appropriations Committee opened public testimony last week on House Bill 2, the bill that sets the budget for state agencies. Some of the most controversial changes come from the subcommittee that deals with the budget for the Department of Public Health and Human Services, which has proposed cutting more than 100 full-time equivalent positions from the agency.     There was good news last week for the Whitehall School Districts. At a school board meeting March 6, Debbie Ouellette with Newland and Company presented her audit findings for the district. Superintendent John Sullivan said they received the highest rating a district can obtain, and they have a really good net position and rating. The trustees also approved the re-hire of K-5 Principal Kurtis Koenig, 6-12 Principal Hannah Nieskens and the resignation of Sullivan.     Henry passed away at his home surrounded by family on March 10th. Henry was born into a large hard working Swiss Italian family on April 19, 1923. His parents were Achille and Esther Patacini, his older siblings were Elsa, Elso, Pete, Vernie, Elsie (whom is living) Alex, and Ruby. His family owned a large dairy in the Pleasant Valley area south of Whitehall, working it until the mid 50's. Henry left school and home to work at the age of 16.     Diane Pope Briggs passed away peacefully on March 1, 2019 at St. Vincent Hospital in Billings, Montana from complications of congestive heart failure. She lived her life as a dedicated member of the Church of Jesus Christ of Latter-day Saints and as a devoted wife and mother. Diane was a quiet, gentle soul with a steel determination.     The Whitehall High School basketball teams were well represented on the District 5B All-Conference teams. The Lady Trojans had two players who were selected first team All-Conference. Junior Asha Noyes and freshman Brynna Wolfe both received the prestigious honor. Eighth grader Jada Clarkson was named second team All-Conference.
