We The People...Looking Into Tactical Civics

We've seen the signs for the meetings at the corner of Legion Avenue and Division Street - TACTICAL CIVICS: Learn the new way to be America again. But what exactly does that mean?

Steve Wagner, state coordinator, and Jim Buterbaugh, southern Jefferson County representative for Tactical Civics want to dispel a few misunderstandings and rumors, while re-introducing Whitehall, as well as the rest of the state, to how the country was "meant" to be run.

According to TacticalCivics.com, "TACTICAL CIVICS™ is the mission of AmericaAgain!, a membership organization and private perpetual charitable trust that is recruiting, training, supporting and organizing Americans to learn remedial civics and the Constitution, restore the constitutional Militia and Grand Jury in each county to arrest corruption and restore constitutionally-limited government, and live as free, self-governing people."

"We are working to regain our rightful place in the system," Wagner said. Wagner detailed that Tactical Civics has been in the works for about fifteen years, with 30-40 volunteers working 40-50 thousand hours to research how the Constitution was meant to be upheld. The first meeting in Montana was held at the Covenant building, at the corner of Legion and Division, in March, where about 60 people attending. Now Jefferson county is one of the largest growing membership counties in the state. Wagner and Buterbaugh are leading the charge.

"This is not a mass movement; God has never used mass movements to make changes in the world," Wagner said, adding with a laugh that this is also not a "cult" as rumor around Whitehall may have it. "We are not politically affiliated, we are constitutionally driven. I'm sick and tired of pitting groups against one another. We need to execute the laws of our country for the protection of life, liberty, and prosperity" Buterbaugh added that those holding a political office can not be a representative of the movement.

This movement is not going to happen overnight as the mission plan and milestones to the left also demonstrated. Currently in Phase 1 of Chapter Network and Membership Growth, Tactical Civics is a long time in the making but still in its infancy.

"Phase 4 will probably not happen in my lifetime, but we are teaching ourselves and others new ways of being American in order to transform," Wagner said.

With the terms "tactical" and "militia" throughout their information and website, it is easy to see where confusion may arise and some seeing this movement as something to be feared instead of supported. But when looking into the meanings used in the Constitution of these terms, the group is working to rebuild what our Forefathers started.

"Tactical is a narrowing on on a certain spot," Wagner said. He explained that before the 1840s a grand jury of 24 citizens, in many parts of the country, decided on the natural order of indictments and offenses; the militia was the teeth of that grand jury.

"We're retraining ourselves to think of liberty under law, rather than divisive politics," Buterbaugh said.

Wagner will be on a state tour of counties, hoping to implement Chapters in each of them before July 4th; currently 26 of Montana's 56 counties have Chapters.

"This is the only lawful, comprehensive, and doable plan to fix this mess we are currently in," Wagner said.
