To teach criminals how to behave in the community and abide by its laws, we take them out of the community to lock them up with nothing but other criminals who couldn’t behave in the community or abide by its laws, before placing them back into the community.

Jedi would actually be terrible for truly diplomatic meetings. They can influence people’s thoughts, so no one would ever believe they didn’t just coerce their way into an agreement.
