Dear Editor: Is there a need for a 4 way stop?

Dear Editor,
I am really curious about four-way stops. I understand that HIGH TRAFFIC areas need to have one, like near the school and in Whitehall by the Post Office and then the Community Center.
Why was one put up on First Street and A Street? Was an analysis completed and then approved by the Town Council? That area is not high traffic, why would the Council approve this?
What a waste of material and labor! Whoever approved this should be made to reimburse the city for all costs.
